Abstract: The present disclosure relates to an intelligent spectrum management system (ISMS) (100) and a method (400) for managing spectrum in an OFDMA network operating over FDD bands (306) and TDD bands (304). The ISMS (100) includes a communication interface (108), one or more processors (104), and a memory (106) storing instructions. The ISMS (100) maintains a TF grid (308) including RUs, receives traffic demand, sensing demand, mobility information, and channel-condition information from network nodes (110), and generates, using a TF pocket generator (202, 314), one or more TF pockets within the TF grid (308). Each TF pocket is isolated from scheduled communication RUs using a guard region and assigned to passive receive-only sensing, active probing, OTFS signaling, RIS configuration, or NTN access. A communication scheduler (204, 322) coordinates communication scheduling, TF pocket allocation, waveform selection, RIS configuration, and NTN access.
