Abstract: The present invention relates to the development of a system and method for authorizing and attesting actions of autonomous Artificial Intelligence agents. A single declarative intent contract is compiled, within one atomic transaction, into two independently signed artifacts: a mandate token in a digital credential format carrying a cryptographic hash of an executable policy bundle computed before mandate signing, and said policy bundle carrying the mandate identifier inserted before bundle signing, rendering substitution of either artifact detectable without a trusted party. At every tool invocation, a policy enforcement point performs a mandatory fail- closed sequence comprising signature verification at invocation time, validity, live per-invocation revocation query, workload identity binding, bundle-hash binding, autonomy tier resolution, atomic resource ledger debit, and policy evaluation. Ceilings are enforced across distributed enforcement points by a conservative-aggregate replicated counter without a centralized master. At session close, a signed outcome attestation binds the contract, bundle hash, and event-chain Merkle root for independent third-party verification. FIG.1
