Abstract: Methods, systems, and devices for method for wireless communication are described. A user equipment (UE) may obtain a first list of access network combinations that support a dual steer operation at the UE, where the dual steer operation enables the UE to transmit data packets associated with a data flow across a set of access networks. The UE may obtain a second list of access network combinations that support the dual steer operation at the UE. The UE may then initiate a registration procedure with a first access network and a second access network in accordance with a joint selection of the first access network for a first protocol stack and the second access network for a second protocol stack. The first access network and the second access network may be jointly selected based on the first list of access network combinations and the second list of access network combinations.
