Abstract: Example embodiments of the present disclosure relate to transmitting of a layer 3 (L3) measurement report. In an aspect, a terminal device receives a cell activation command for activating a first cell from a network device. The terminal device determines whether at least one condition for reporting the L3 measurement report is fulfilled. Based on determining that the at least one condition is fulfilled, the terminal device transmits the L3 measurement report including at least one valid measurement result for a second cell to the network device, wherein the second cell is different from the first cell. In this way, an activation delay for cell activation is reduced.
