Abstract: ABSTRACT The Limbad Material Modelling and Engineering Framework (LMMEF) is a domainagnostic, data-rights-protected unified search engine apparatus for computational modelling and engineering, providing hierarchical retrieval, prediction, validation, and engineering design of material properties, device parameters, and system-level performance specifications from quantum- mechanical ground state to platform surface. LMMEF implements a four-step provably correct processing engine and a ten-layer hierarchical knowledge pipeline, wherein each architectural layer is independently deployable on any firmware, hardware, or software platform without requiring any other layer. All results must satisfy 64 criteria of the Four-Plane Hierarchical Verification Matrix and be validated against a minimum of ten peer-reviewed experimental datasets. Hard optimisation instances are resolved within 200 nanoseconds to within 5 percent of the true optimum via a hardwarenative Polynomial-Time Approximation Scheme. Outputs are compatible with all 23 AI system types and any future AI architecture via a five-layer architecture-neutral interface, and carry a cryptographic ownership certificate satisfying Indian DPDP Act 2023 and EU AI Act 2024/1689 simultaneously. Timestamp registration is performed on one or more scientific preprint or open-access platforms, with optional blockchain notarisation on any equivalent distributed ledger. The LMMEF architecture is open-ended: new sectors, AI types, platforms, and classification levels may be integrated without modifying the invariant validation core. Coverage spans 21 industry sectors, 12 economic sectors, and 10 ontological classification levels, applicable to all electric-powered machines and devices whether internet-connected or air-gapped.
