The apparatus includes a memory configured to store at least one process for monitoring a vehicle occupant based on radar; and a processor configured to perform an operation based on the process, wherein the processor is configured to: analyze a basic state of the vehicle occupant through first biometric data sensed by a radar sensor, analyze a state of the vehicle occupant (driving state) when the vehicle is driving through second biometric data sensed by the radar sensor, determine a current state of the vehicle occupant through a comparison between the basic state and the driving state, and provide content suitable for the current state.
