Abstract: The present disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. A user equipment (UE) according to one embodiment of the present disclosure may: receive, from a base station, an RRC reconfiguration message including conditional LTM configuration information; perform L1 measurement on one or more candidate cells for the conditional LTM; identify, from among the one or more candidate cells, a candidate cell for which the L1 measurement satisfies a condition of an event configured on the basis of the conditional LTM configuration information; and perform uplink transmission through a CG resource on the basis of a TA value for the identified candidate cell.
