Abstract: A method (100) for fabricating flexible electromagnetically transparent composite panels (200) is disclosed. The method (100) may include the steps of: receiving (110), at a vessel, waste surgical masks; performing (120), at the vessel, controlled chemical and thermal processing of the received waste surgical masks to obtain carbon-rich filler material; and reinforcing (130), the carbon-rich filler material into a polymer matrix, to form flexible composite panels being the flexible electromagnetically transparent composite panels (200). Further, the fabricated flexible electromagnetically transparent composite panels (200) may demonstrate a transmission coefficient in a range of -0.8 to -1.0 dB at C-band.
