Abstract: A method and apparatus for video coding with one or more scaled reference pictures are disclosed. A first reference picture in reference picture list 0 and a second reference picture in reference picture list 1 are determined. When any one of the first reference picture and the second reference picture is a scaled reference picture: BM (Bilateral Matching) process is applied to derive prediction information for the current block by using the first reference picture in reference picture list 0 and the second reference picture in reference picture list 1, wherein the scaled reference picture has at least one different resolution parameter from the current picture. The current block is encoded or decoded using coding information comprising the prediction information. In another method, when the reference picture is a scaled reference picture, Template Matching is applied to derive prediction information by using the reference picture.
