Abstract: The present invention relates to a multimodal biometric and behavioural analytics platform for explainable violation detection and digital enforcement. The platform is configured to monitor and evaluate conduct across physical and digital environments by integrating biometric identification, behavioural observations, social media analytics, citizen reports, and administrative data. A unique biometric-linked identifier is assigned to each individual, enabling correlation of activities across multiple domains. The system securely ingests, validates, and normalizes heterogeneous data, extracts behavioural and contextual features, and applies machine learning models to estimate violation probabilities. A policy engine classifies detected violations and automatically generates digital enforcement records comprising incident details, evidence references, and applicable penalties. Explainable artificial intelligence techniques generate transparent, human-readable explanations identifying factors contributing to each enforcement decision. The platform further supports notifications, audit logging, appeals processing, fairness monitoring, model governance, and integration with existing public administration systems to improve accountability, transparency, and trust.
