Abstract: The present invention discloses a National Emergency Ambulance Mobility and Smart Traffic Priority System (NEAM-India) — a unified, cloud-hosted, AI-powered platform that integrates government and private ambulance booking, real-time GPS tracking and dispatch, automated V2I (Vehicle-to-Infrastructure) traffic signal preemption, hospital emergency pre-notification with live patient vitals transmission, and law enforcement coordination, operating on a single interoperable national platform. The system's central dispatch engine employs a multi-parameter weighted algorithm to allocate the optimal ambulance from a unified multi-fleet database. The Automated Traffic Signal Priority Module (ATSPM) — the primary novel contribution — uses an On-Board Unit (OBU) in each ambulance communicating via DSRC/C-V2X with Roadside Units (RSU) at traffic junctions to automatically command traffic signals to provide unimpeded green passage to the ambulance along its entire route without manual intervention. Cryptographic authentication of preemption commands prevents unauthorized signal manipulation. A hospital coordination interface transmits patient pre-arrival data in real time. The system targets reduction of average ambulance response time in Indian cities from the current 15–25 minutes to 5–7 minutes, thereby saving thousands of lives annually. The invention is designed for interoperability with existing 108/112 Government of India emergency infrastructure and is compliant with the Digital Personal Data Protection Act, 2023
