When the collision occurs, and connection capabilities are included in a PDU SESSION MODIFICATION REQUEST message received from a user equipment (UE), the network determines that the UE has the capability to support the URSP rule enforcement according to the connection capabilities included in the PDU SESSION MODIFICATION REQUEST message, and the UE-requested PDU session modification procedure initiated by PDU SESSION MODIFICATION REQUEST message will not proceed.
