The OTFS system resource configuration method comprises: determining a first delay Doppler (DD) domain resource grid, the first DD domain resource grid comprising a DD domain resource unit allocated to a terminal set, and the terminal set comprising a terminal using the same reference signal as a pilot frequency; allocating the DD domain resource unit in the first DD domain resource grid to the terminal; sending first information to the terminal, the first information being used to indicate the DD domain resource unit allocated to the terminal. Based on said method, reasonable allocation of DD domain resource units can be implemented.
