Abstract: The present invention provides a predictive and adaptive hotspot resource management system (100) features client devices (102) coupled via a wireless network to a hotspot controller (110) and a database subsystem (140). The controller (110) includes a device intent acquisition module (112), a context collection module (114), a predictive orchestration engine (116) to estimate demand, a digital twin simulation engine (118), and a reservation graph generator (120). It further comprises an optimization engine (122) for allocation policies, a bandwidth leasing module (124), a credit ledger manager (126), a reinforcement learning engine (128) using operational feedback, an explainable allocation engine (130) providing machine-readable rationales, and a federated learning module (132) for secure model updates.
