The system (100) comprises a satellite payload controller (110), a dynamic traffic prediction module (115) configured to forecast cell-level demand using a recurrent neural inference engine (118) and to estimate prediction confidence via a confidence estimator (119), a predictive beam hopping decision engine (120) that maximises a confidence-weighted demand satisfaction metric, a multi-beam phased array antenna subsystem (130), an orbital position tracker (143), an orbital-aware interference map generator (170) that modulates an inter-beam exclusion threshold to instantaneous orbital geometry, a closed-loop feedback monitoring subsystem (150) and an adaptive online learning module (160) with eclipse-gated weight commits. The system reduces scheduling latency, opportunistically increases spatial reuse and mitigates speculative power expenditure in interference-limited LEO networks. [Figure 1]
