Abstract: In Fog and Edge computing environments, efficient resource optimization and task orchestration are critical due to the constrained capabilities of Edge devices and the high energy demands of Cloud servers. This work proposes a novel approach using the Energy Valley Optimization (EVO) algorithm to intelligently distribute computational tasks between Edge and Cloud resources. EVO leverages a particle decay-inspired metaheuristic to minimize power consumption and execution time by identifying optimal task schedules, where lightweight tasks are prioritized for execution at the Edge, and resource-intensive tasks are offloaded to the Cloud. The solution was implemented and evaluated in a hybrid simulation environment using Google Colab for computation and CloudSim for infrastructure simulation. Comparative analysis against standard metaheuristic algorithms—PSO, SOS, and GA—demonstrates that EVO achieves superior performance in terms of reduced execution time, lower energy consumption, and higher resource utilization. This approach offers a scalable and energy-efficient scheduling framework suitable for real- world Edge-Cloud computing systems.
