Abstract: A computing system and method for real-time structural vulnerability assessment of infrastructure and dependency networks. A spectral entropy-based fragility measure defined as the change in spectral entropy upon node removal is computed exactly during training and approximated at inference time by a graph learning model operating on node representations derived from graph structure and associated metadata. The system reduces inference complexity from O(n4 ) to O(kiEI), enabling real-time assessment and automated decision support for infrastructure control systems. A single trained model operates across supply chains, collaboration networks, and road and rail networks without retraining, and generalises to unseen network topologies. The system is deployed as a networked inference service with a geospatial visualisation interface, with industrial application in smart city management, transportation resilience, supply chain risk assessment, and disaster preparedness planning.
