Abstract: This steel sheet has a prescribed chemical composition, wherein: the microstructure at a 1/4 thickness position that is the position at 1/4 the plate thickness in the plate thickness direction from the surface, is composed of, in area%, retained austenite: 3-10%, ferrite: 0-10%, pearlite: 0-5%, and martensite and bainite: 75-95% in total; and, in a cross section parallel to the plate thickness direction, when a region measuring 80 µm × 80 µm centered at the 1/4 thickness position in the plate thickness direction and measuring 80 µm in a direction perpendicular to the plate thickness direction is divided into 16 parts each measuring 20 µm × 20 µm, and the area ratio of retained austenite in each divided region is determined, s1/?ave is 0.20 or less, where s1 is the standard deviation and ?ave is the average of the area ratio of retained austenite in each divided region.
