Abstract: A system, method, and central server apparatus for real-time detection and police alerting of complaint-flagged vehicles at monitored parking boundaries. The system includes at least one camera at a parking entry or exit point, a local recognition machine that performs automatic number-plate recognition to extract a registration plate identifier, and a central server with a shared database storing a watchlist populated by identity-authenticated citizen complaints and police records. Upon receiving a registration plate identifier, the central server matches the identifier against the watchlist and, upon a positive match, transmits an alert to a police control room pre- associated with the parking site. Entry and exit events for all vehicles are logged and linked by registration plate identifier. The technical advancement resides in integrating identity-authenticated citizen complaint intake with plate-gated boundary detection and automatic alerting, enabling real-time interception of complaint- flagged vehicles at parking facilities, toll plazas, campuses, and similar monitored locations.
