Abstract: The present invention provides system (102) and method for enabling migration of User Equipment (UE) to Closed Subscriber Group (CSG) layer. First implementation technique pertains to communicating, on the public cell (112), information about the frequency used by the layer of CSG cells (114) only to the registered UEs (108). Second implementation technique includes, when a CSG cell belonging to one layer of CSG cells (114) becomes unavailable the communication of the frequency used by the one or more layer of CSG cells (114) may be avoided. Third implementation technique includes, UE (108) move between the one or more layer of CSG cells (114). Fourth implementation technique includes, after the occurrence of a dangerous incident, a CSG cell is temporary converted to an open access cell. Fifth implementation technique includes, after an equipment failure, a CSG cell is temporary converted to an open access cell only for particular UEs (108).
