Abstract: A system (100) and method (200) for governing access to artificial intelligence models utilize a governance-first architecture to dynamically route computational requests and reduce processing overhead. An artificial intelligence governor (110) receives a request, resolves an execution context, validates access privileges, and classifies the request. Prior to model scoring, a policy enforcement engine (150) evaluates candidate models using runtime-evaluated model capability passports from a model registry (160). The engine (150) generates an eligible model set by excluding models failing security policy conditions, thereby bypassing scoring operations for excluded models. A model selection engine (170) scores the eligible model set, selects a routing outcome, and dynamically establishes a network communication channel to a selected model. An audit module (180) generates an immutable audit record comprising the execution context, excluded models, exclusion reasons, and the selected model.
