Abstract: A system and method for hydrological-state consistency assessment and localized flood prediction using distributed sensors is disclosed. A plurality of distributed sensor nodes acquire hydrological measurements such as rainfall, water level, flow, and soil moisture, together with location, timestamp, and sensor-health metadata. A hydrological state construction module constructs a hydrological state for a defined spatial zone. A consistency assessment engine computes a consistency score for the state, or its contributing observations, from temporal, spatial (hydrological-connectivity-based, as distinguished from geographic-proximity-based), hydrological, cross- modal, and sensor-reliability components. A sensor reliability estimation engine dynamically updates a reliability value for each sensor. Where an inconsistency is detected and classified, a state fusion/correction module computes a corrected, reliability- and consistency-weighted hydrological state. A localized flood prediction engine generates a flood-risk output for the zone from the consistency-assessed state, and an uncertainty engine derives a confidence value reflecting both the prediction mechanism's own uncertainty and the consistency assessment, with an alert/decision output module reporting the result, optionally including a distinct sensor- inconsistency or insufficient-data output state.
