Abstract: The present invention discloses an intelligent library resource control and adaptive circulation management system integrating user terminals, librarian consoles, barcode or RFID-based book identification devices, application servers, databases, and predictive analytics engines. The system records physical issue and return events of library resources and performs secure role-based access control, catalog management, circulation control, and report generation. An adaptive fine computation engine generates dynamic overdue fines using overdue duration, historical delay behavior, and book-related parameters including cost and demand. A stock prediction engine estimates future copy requirements using historical circulation and projected enrolment data. A recommendation engine generates personalized reading suggestions, and a rating module computes reading-performance indicators for authorized incentive allocation. The system may further include kiosks, notification services, ERP/LMS integration, and anomaly detection. By combining hardware-assisted transaction capture with server-side adaptive analytics, the invention provides improved fairness in fine charging, enhanced stock planning, and optimized library resource utilization.
