Abstract: A system and a method of environmental monitoring and management of hydro-electric reservoir networks are disclosed. The system represents a combination of monitoring stations located in reservoirs, environmental sensing units, communication devices, and regional control centers as units of an integrated monitoring network. The graph-theoretic domination-based optimization techniques are used to calculate the minimum number of monitoring stations needed to provide environmental coverage of the entire station network, thus minimizing the need for monitoring infrastructure and costs. The goal of connected domination mechanisms is to build an efficient backbone of communication for aggregation and coordination of data among geographically distributed monitoring locations. In a sense, secure domination mechanisms offer backup monitoring capabilities to keep operations going even if a sensor fails or communication channel is lost or the infrastructure goes down. The system also includes regional communication hubs to enable coordination of environmental monitoring activities among multiple reservoir subsystems. A quantum-assisted communication infrastructure is embedded to ensure safe delivery of environmental information from monitoring stations to regional control centers. Real-time processing of environmental data from distributed sensing devices can be used to facilitate real-time monitoring, environmental assessment, flood forecasting, drought management, ecological surveillance, supervision of hydro-electric infrastructure, and decision making in resource management. The disclosed invention includes optimized monitoring coverage, more efficient communication, greater fault-tolerance, secure data transmission, and scalable environmental monitoring for hydro-electric reservoir networks and other large-scale environmental sensing systems.
