The system includes a photonic Jack Kilby (JK) flip flop (100). The photonic JK flip flop (100) is configured with at least four NAND gates. The at least four NAND gates are configured with at least two parallel waveguides. The at least two parallel waveguides are first inputs and first outputs. The first inputs and the first outputs are connected to the at least four NAND gates through couplers. Further the system includes a photonic Toggle (T) flip flop (300). The photonic T flip flop (300) is configured with at least four NAND gates. The at least four NAND gates are configured with at least two parallel waveguides. The at least two parallel waveguides are an second input and at least two second output.
