Transmitter (102) includes a plurality of light-emitting diodes (102A) electively operable to transmit optical signals through an underwater optical channel (104), and receiver (106) includes a plurality of photodetectors (106A) to receive optical signals. Controller (108) evaluates a plurality of optical transmission links, each formed between a respective light-emitting diode and a respective photodetector and determines at least one receiver-side performance metric for evaluated optical transmission link. Controller (108) generates a performance matrix including respective performance-metric values associated with optical transmission links and compares performance-metric values represented therein. Based on comparison, controller (108) identifies an optical transmission link satisfying a link-selection criterion, selects identified link as an operational optical transmission link, and configures transmitter (102) and receiver (106) to establish optical data communication using selected operational optical transmission link
