Abstract: A system for proactive transport-layer connection management in a communication network and method thereof, comprises a satellite orbital data acquisition module 101 configured to retrieve publicly available orbital element data describing a plurality of LEO satellites, an orbit propagation engine 102 configured to compute predicted future positions of the plurality of LEO satellites, a handover prediction module 103 determines a currently serving satellite, computes a predicted time at which the currently serving satellite will fall below a communication threshold, a proactive connection management module 104 establishes, a secondary transport-layer connection to the successor satellite while a primary transport-layer connection remains active, a stream state migration module 105 transfers active transport-layer stream state to the secondary connection, and a cutover module 106 promotes the secondary connection before degradation of the primary connection.
