A network entity rejects establishment of a data communication based on a parameter incompatibility, capabilities, and/or operating conditions of the wireless network. A BIP response message to a secure element that initiates establishment of the data connection can include an indication of cause for the rejection, an indication of whether the rejection is temporary or permanent, and a backoff time indication for a temporary rejection.
