Policy generation unit (108) generates traffic signal phase modification action based on traffic state representation. Intelligent scheduling unit (110) selects scheduling model based on traffic condition associated with the intersection. A neighboring traffic coordination unit (112) generates updated traffic signal phase modification action based on neighboring traffic information received from adjacent intersections. Communication interface (114) exchanges policy-related information, and signal control unit (116) generates traffic signal control commands based on the updated traffic signal phase modification action to regulate traffic flow at the intersection.
