Abstract: A video signal decoding device is disclosed. The video signal decoding device comprises a processor. The processor: obtains a quantization index for a current block from a bitstream; obtains an inversely quantized transform coefficient by multiplying the quantization index by a scale factor; determines whether to adjust the inversely quantized transform coefficient; in the case of adjusting the inversely quantized transform coefficient, adjusts the inversely quantized transform coefficient, and generates an error block by inversely transforming a residual signal of the current block by using the adjusted inversely quantized transform coefficient; and in the case of not adjusting the inversely quantized transform coefficient, generates an error block by inversely transforming the residual signal of the current block by using the inversely quantized transform coefficient.
