The Minister of State for Tribal Affairs Shri. Durgadas Uikey informed in Lok Sabha on Wednesday that the Ministry is already leveraging the benefit of DBT Tribal Portal by accessing the data of beneficiaries submitted by the respective State/UT for monitoring and generating MIS reports for the implementation of pre-matric and post-matric scholarship schemes. The States/UTs have also been given facilities to upload queries, documents, utilization certificates, statement of expenditure etc. which has reduced processing time and reduced grievances.
The details of the number of beneficiaries reported by the States/UTs on the DBT Tribal Portal for the pre-matric and post-matric scholarship schemes during the last three financial years are given at Annexure-I.
The Pre-Matric and Post-Matric Scholarship Schemes are the Centrally Sponsored Schemes and implemented through respective States/UTs. The disbursement of scholarships is carried out by the concerned State/UT through their own portal or NSP portal. The progress made through the Portal are given as under: -
Under Pre-Matric and Post-Matric Scholarship Schemes for ST students, to eliminate float at State level, minimize delays in release of scholarship, and ensure transparency of fund flow, the Ministry has adopted the SNA SPARSH Model for release of central share under Pre-Matric and Post-Matric Scholarship Scheme. This serves as a Just-in-Time Disbursement Framework under which the Central Share funds are release in "Just-in-time" as and when the bills are raised by respective State Govt for payment of scholarship. Once the bills for scholarship payment is approved, both Central Share as well as State Share fund is directly transferred from RBI account to Student beneficiary account on through DBT. This eliminates the parking of central share funds at state level and minimize delay in disbursement of scholarship.
Under Central Sector Schemes of Scholarship implemented directly by the Ministry, a robust digital mechanism is established through the National Scholarship Portal (NSP), Ministry's Scholarship Portal and the Public Financial Management System (PFMS) to facilitate Direct Benefit Transfer (DBT).
