India, April 7 -- Central Information Commission issued text of the following decision on March 7:

Information sought:

The Appellant filed an RTI application dated 20.09.2023 (online) seeking the following information:

"I request you to provide the details of Anganwadi Centre - Pariyojana NIMDI (NIMRI) ANGANWADI CENTRE NUMBER - 14, ADDRESS: B-1654, Shastri Nagar, Delhi, Karyakarta ka naam - Seema Nagpal.

Please provide me point-wise details (do not merge).

Currently, who is in the below-mentioned positions:

1. Names of teachers with fathers'/spouse's names

2. Names of workers with fathers'/spouse's names

3. Names of helpers with fathers'/spouse's names

4. Date of joining for the above positions (especially from 1st January 2022 to September 2023)

5. Does the above-mentioned Anganwadi have any other building or place for their service?

6. B-1760, Shastri Nagar, Delhi - Is this plot/house being used by any Anganwadi Centre?

7. If the answer to point 6 is yes, then provide the details: a) Teachers with father/spouse's name b) Workers with father/spouse's name c) Helpers with father/spouse's name

8. If both Anganwadi centers are different, then also provide the attendance register of all staff members (teacher, worker, helpers).

9. IF ABOVE-MENTIONED BOTH THE ANGANWADIS ARE DIFFERENT, EVEN THEN I WANT THE ATTENDANCE REGISTER.

10.Also provide me the name of their bank accounts and account numbers.

11.The amount of salaries being received by the teachers, workers, and helpers.

12.Please provide me point-wise details and do not merge any of the answers, even if they are the same.

13.Provide me the above details with RTI stamp only by speed post or registered post."

The CPIO furnished a reply to the Appellant on 13.06.2023 stating as under:

"This is with reference to your RTI application ID no. W&CDP/R/2023/60162 dated 20.09.2023, the requisite information is given below:

Point No. 1: Such post does not exist in Anganwadi centers.

Point No. 2, 3, 4, 7, 8, 9, 10: Such information is exempted from disclosure under RTI Act Section 8 (1)(e) & (j).

Point No. 5: No.

Point No. 6: Yes.

Point No. 11: An honorarium of Rs.11,220/- plus Rs1,500/- CCA allowance is paid to Anganwadi workers, and Rs5,610/- plus Rs1,200/- CCA allowance is paid to Anganwadi helpers. Position of teachers does not exist in AWCs."

Being dissatisfied, the appellant filed a First Appeal dated 21.11.2023. The FAA vide its order dated 22.11.2023, held as under. "Heard, on observation of the record, it was found that the online RTI ID. 60162 was received on 20.09.2023, and was forwarded from Nodal Officer (RTI) to PIO, CDPO (ICDS-Nimri Project) on 21.09.2023. The information was provided by the PIO via letter Ref. No. F.1/CDPO/ICDS Nimri/RTI/2023-24/330-332 dated 13.11.2023, which is beyond the time limit prescribed under the RTI Act, 2005.

Therefore, the PIO is directed to be cautious and vigilant in dealing with RTI.

The information provided by the PIO was perused and found satisfactory."

Feeling aggrieved and dissatisfied, appellant approached the Commission with the instant Second Appeal.

A written submission dated 27.02.2025 (copy marked to the appellant) has been filed by the respondent, which is taken on record. Contents of the same are reproduced below for ready reference:

"...With reference to the notice of hearing for appeal by Central Information Commission vide no. CIC/DOWCD/A/2023/65277 dated 14-02-2025, in this regard reply of appeal as sought by the appellant is hereby submitted as under:

Ms Pooja Das was working as Anganwadi Helper in Anganwadi Center no 13 under Nimri ICDS Project, Department of Women & Child Development, GNCT of Delhi. Her date of joining as AWH is 17:12:22 and resigned from her post on 20-07-2024. Resignation letter of Ms Pooja Das is enclosed for reference please.
