As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including disbursal of relief assistance on ground level, rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural calamities, from the State Disaster Response Fund (SDRF) already placed at their disposal as well as other available resources, in accordance with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. In the case of disaster of a 'severe nature', additional financial assistance is provided from the National Disaster Response Fund (NDRF) on the basis of the recommendations of the Inter-Ministerial Central Team (IMCT), in accordance with the prescribed procedure.

This Ministry does not centrally maintain data regarding the loss of lives and property due to any disaster in the country. However, the details of damages reported by State Governments/ UTs due to various hydro-meteorological disasters in the country including Himachal Pradesh during last three years i.e. 2023-24 to 2025-26 are as per Annexure-I.

Further, the details of State-wise allocation and releases of funds under State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF) during last three years i.e. 2023-24 to 2025-26 are as per Annexure-II.

The Central Government has taken several initiatives to strengthen disaster risk reduction and enhance resilience in hilly States, including Himachal Pradesh, under the existing institutional and policy framework; as per the details provided below : -
