RANCHI, India, Jan. 14 -- Jharkhand High Court issued the following order on Dec. 15:

1. The instant writ petition has been filed for the following reliefs:-

a) For issuance of an appropriate writ(s)/ order(s)/direction(s) particularly in the nature of mandamus directing the respondent authorities to issue work order to the petitioner company with respect to Tender Notice No. 09/JSK&VIB/2025-26 2025_KHADI_106443_1) dated 10.11.2025 wherein the petitioner has been declared H-1 & L- 1 by the competent authority after duly opening the bids.

b) For issuance of further appropriate writ/order/direction, including the Writ of Mandamus directing the Respondentto forthwith handover the ground to the petitioner company where the said work has to be executed for Rashtriya Khadi, Hastshilp & Saras Mela 2025-26 to be held from 21st December 2025 to 6th January 2026 so that the petitioner company can commence work execution.

c) For issuance of an appropriate writ(s)/ order(s)/direction(s) particularly in nature of mandamus commanding upon the concerned respondents to justify the action of the Respondents by initially not providing work order to the petitioner company even when the petitioner company was declared L-1 & H-1 in minutes of bid evaluation report.

d) For issuance of an appropriate writ(s), order(s)/direction(s) particularly in the nature of mandamus as to arbitrary and illegally withholding the work order and handing over ground even when the ground was to be allotted by 7th December and the work had to be executed by 20th December 2025 so that smoothly the Mela could start for citizens of Jharkhand from 21st December 2025.

e) For issuance of appropriate Writ/ Order/Direction to Respondents to adhere strictly to the prescribed procedures for bidding and awarding contracts as delineated in the terms of the subject Tender Documents.

The learned counsel for the respondents has placed on record communication dated 11th of December 2025 along with which a copy of notice dated 10.12.2025 has been annexed which goes to indicate that the Event in question has been postponed for non-availability of ground, thereby rendering this petition infructuous.

3. Accordingly, the petition is disposed of as infructuous. However, it is made clear that in case the respondents intend to hold the Event in near future, then the tenders including the tender of the petitioner already submitted shall also be considered in case there is no legal impediment in doing so. The parties are left to bear their costs.
