IMPHAL, India, April 26 -- Manipur High Court issued the following order on March 26:
Heard Mr.K.Roshan, learned counsel for the petitioner.
Petitioner, who is one of the bidders in NIT dated 5.1.2026 issued by Executive Engineer, Jiribam Division, PWD for development of District Administration, approached this Court for challenging the NIT and for consideration of his representation dated 12.3.2026.
In the writ petition, petitioner has raised that the private respondent Nos.5, 6 and 7 have quoted very low price to the range of -35 and -34 and the same is in violation of Office Memoranda issued by Government of India.
Mr.H.Debendra, learned Add. A.G assisted by Mr.Bheigya Meitei, learned counsel for State submits that the writ petition is premature as bids for the six qualified bidders including the petitioner, L-1 to L-6 have to be placed before the higher authority for issuance of work order and hence, writ petition is not maintainable in the present stage.
In the circumstance, the writ petition is closed as premature without affecting the right of the parties and if, parties are aggrieved by the decision of the Competent Authority, they may approach the appropriate forum with all the available grounds.
