Ministry of Skill Development and Entrepreneurship (MSDE) has been implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL), to all sections of the society. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is on imparting training in emerging and new-age courses such as Artificial Intelligence, semiconductors, electronics, green energy, electric vehicles, drones, cybersecurity, robotics, etc., as per the industry requirement. To meet emerging technology demands, 600+ new-age and futuristic courses have been introduced. As on 30.06.2026, around 5.44 lakh candidates have been trained in new-age and futuristic job roles under PMKVY 4.0 across the country.
Under PMKVY scheme, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme - PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0, implemented from FY 2015-16 to FY 2021-22. In these versions of PMKVY, out of 56.89 lakh candidates that have been certified in STT, 24.37 lakh candidates were reported placed which makes the overall placement rate at 42.8%. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses.
PMKVY was evaluated by NITI Aayog in October 2020 across several states. As per the study, about 94% of the employers surveyed reported they would hire more candidates trained under PMKVY. Further, 52% of the candidates who were placed in full time/part-time employment and oriented under the RPL component received higher salary or felt that they will get higher salary compared to their un-certified peers. Also, a third-party impact evaluation of PMKVY 2.0 (2016-20) was also conducted by the Indian Institute of Public Administration (IIPA). As per the evaluation, about 70.5% surveyed candidates received placement in their desired skill sector.
Further, a third-party evaluation of PMKVY 4.0 conducted by the Arun Jaitley National Institute of Financial Management (AJNIFM) in 2025 observed that PMKVY training has led to a measurable improvement in employment outcomes for Short-Term Training (STT) candidates, with the combined share of employed and self-employed respondents increasing from 26.6% prior to training to 45.4% post-training, reflecting a significant rise of 18.8 % points. Moreover, 41.4% of STT candidates and 48.9% of RPL candidates reported an increase in income following PMKVY training and certification.

PMKVY 4.0 is a demand driven Scheme and there is no provision of State-wise fund allocation. The Year-wise details of funds allocated and released for implementation of PMKVY 4.0 during the last three years and the current year (up to 30.06.2026) are given below:

Under PMKVY, industries play a vital role in imparting quality skilling in the country. The training has been standardized through the National Skills Qualification Framework (NSQF), aligning courses with industry needs and national priorities. Industry-led Sector Skill Councils (SSCs) engage with industries to identify skill gaps, develop curriculum, define competency standards, and oversee training, assessment, and certification in alignment with NSQF. A major reform is the integration of On-the-Job Training (OJT) through industries, ensuring real-world industry exposure. Moreover, more than fifteen industries have been designated as Awarding Bodies (ABs) to develop job roles aligned with industry needs such as HCL Technologies, IBM, Bajaj Finserv, Microsoft, etc. In collaboration with industries, Kaushal Mahotsavs are organized to provide employment opportunities to the skilled candidates. Additionally, various industries have been onboarded under the Scheme to deliver skill training across sectors.
Additionally, the Ministry has launched the Skill India Digital Hub (SIDH), a unified digital platform that integrates the skilling, education, employment and entrepreneurship ecosystems to provide lifelong access to a wide range of services. Details of trained candidates are available on the platform, enabling potential employers to identify and connect with suitably skilled candidates. SIDH also facilitates access to employment and apprenticeship opportunities by connecting candidates with prospective employers and establishments.
