The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 follows a demand-driven approach to skill development by aligning training programmes with the requirements of industry and emerging sectors. A key focus of the scheme is skilling in new-age and future-oriented technologies. Under PMKVY 4.0, over 600 courses have been introduced in areas such as Artificial Intelligence (AI), Drone Technology, 5G, Solar Energy, Additive Manufacturing (3D Printing), Semiconductors, and the Internet of Things (IoT). As on 30 June 2026, more than 5.44 lakh candidates have been trained in these sectors. PMKVY 4.0 aims to equip candidates with industry-relevant skills and enable them to pursue diverse career pathways through skill courses embedded with On-the-Job Training (OJT) for practical workplace exposure.
PMKVY 4.0 is a demand driven scheme, wherein training targets are approved based on the proposals submitted by the Project Implement Agencies, after taking the skill gap into account. Under PMKVY4.0, as on 30.06.2026, Rs. 414.86 Crore have been utilized for training under future/new edge job roles including drone technology, artificial intelligence and green energy maintenance. To promote new age courses, the prevalent highest training cost as per Common Norms of Rs.49 per hour is provided to training providers to ensure access to suitable training infrastructure, tools, equipment, and qualified trainers required for implementing the advanced job roles.
Industry participation has been integrated into the skilling ecosystem to ensure that training programmes remain responsive to evolving market and industry requirements. The key initiatives undertaken in this regard are as follows:
Under PMKVY 4.0, On-the-Job Training (OJT) has been incorporated into Short-Term Training (STT) programmes to provide candidates with hands-on experience in actual workplace settings and improve their employability. OJT is mandatory for all job roles where it is prescribed by the National Council for Vocational Education and Training (NCVET), and candidates are assessed only after successfully completing the prescribed OJT component. The duration of OJT is determined in accordance with the approved Qualification Pack (QP) of the respective job role. Further, PMKVY 4.0 seeks to strengthen employability outcomes through the integration of mandatory Employability Skills modules within training programmes and by facilitating access to self-paced digital learning opportunities through the Skill India Digital Hub (SIDH).
The Ministry of Skill Development and Entrepreneurship (MSDE) has established the Kaushal Samiksha Kendra (KSK) to strengthen monitoring and quality assurance mechanisms under PMKVY 4.0. The KSK enables continuous oversight through physical and virtual inspections of Skill India Centres (SICs) by officials of the Ministry, Regional Directorate of Skill Development and Entrepreneurship (RDSDE), State Skill Development Missions (SSDMs) and monitoring teams of the National Skill Development Corporation (NSDC).
These inspections are undertaken to assess compliance with scheme guidelines, identify implementation gaps and detect irregularities, including discrepancies in candidate attendance. Under the PMKVY 4.0 Monitoring Guidelines, mismatches between findings during inspections and attendance records captured through the Aadhaar Enabled Biometric Attendance System (AEBAS) are treated as high-severity non-compliances. Such violations attract appropriate action, including suspension of training activities, stoppage and recovery of payments, cancellation of accreditation or affiliation, blacklisting of entities and, in cases involving serious irregularities, initiation of legal proceedings, including registration of FIRs.
