Major common infrastructure facilities under implementation include water supply system, power infrastructure, Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge (ZLD), steam generation system, warehouse, centre of excellence, solvent recovery system, emergency response centre and solid waste management facilities.
The present status of physical and financial progress component-wise of the Himachal Pradesh Bulk Drug Park is as under :
Department of Pharmaceuticals (DoP), Government of India has sanctioned an amount of Rs. 1000 crore on 11.10.2022 for development of Bulk Drug Park in Haroli, District Una, Himachal Pradesh under the Scheme for 'Promotion of Bulk Drug Parks' and out of which an amount of Rs. 225 crore has been released on 20.02.2023. The State Government, has also sanctioned an amount of Rs.118.46 crore and released an amount of Rs. 35.53 crore as state share in F.Y. 22-23 towards development of Common Infrastructure Facilities (CIF).
On the basis of representations received from the State Governments concerned, the status of projects, the level of fund utilisation and the anticipated completion of projects in FY2026-27, the tenure of the scheme has been extended up to FY2026-27.
The review of the progress of the Bulk Drug Park being developed in Himachal Pradesh is regularly carried out by the Scheme Steering Committee of the scheme for "Promotion of Bulk Drug Park", Secretary and Joint Secretary in the Department of Pharmaceuticals and by High Powered Committee headed by Hon'ble Minister of Industries, Himachal Pradesh. Primary reasons affecting delay is the grant of Environmental Clearance which has been granted on 25.09.2025, procedural requirement for permission for felling of trees and bids for procurement. The State Government and implementing agencies are closely monitoring project execution and expediting statutory clearances, tendering and award of contracts for critical infrastructure components. Following receipt of Environmental Clearance, project activities have gained momentum, and multiple infrastructure packages are under implementation or advanced stages of procurement to ensure timely completion and operationalization of the park.
