Ministry of Parliamentary Affairs has been assigned the task of efficiently handling diverse Parliamentary work on behalf of the Government in the Parliament. As such, the Ministry serves as an important link between the two Houses of Parliament and the Government with some additional responsibilities and functions assigned from time to time. The major initiatives/events/achievements of the Ministry of Parliamentary Affairs during the year 2025 are as follows:

During this period, 39 Bills were passed by both the Houses of Parliament. Objectives and purposes of some of the important enactments are as follows:
Members of the Lok Sabha who wish to bring to the notice of the House any matter which is not a point of order are permitted by the Speaker to raise the matter under rule 377 of the Rule of Procedures and Conduct of Business in Lok Sabha. In the Rajya Sabha, the Chairman permits the members to mention matters of urgent public importance, generally known as Special Mentions, under Rule 180-E of the Rules of Procedure and Conduct of Business in the Rajya Sabha. These matters are generally raised after the disposal of questions and calling attention.
Ministry takes follow-up action by requesting Ministries/ Departments for timely disposal of the issues raised under rule 377 in Lok Sabha and under rule 180 A-E by way of Special Mentions in Rajya Sabha at the level of Secretary/Additional Secretary/ Director as well as on Under Secretary level from time to time. In response to the above follow-up actions as on 29.12.2025 the position is as under:
*Out of 755 pending issues in Lok Sabha and out of 172 pending Special Mentions in Rajya Sabha, 440 issues in Lok Sabha and 87 Special Mentions in Rajya Sabha were raised during Winter Session (01.12.2025 to 19.12.2025).
3. Matters Raised during Zero Hour
During 'Zero Hour' members in both Houses with the permission of the Chair, may raise matters of urgent public importance. During the period under report, 1255 matters in Lok Sabha and 462 matters in Rajya Sabha were raised. All the matters were forwarded to the concerned Ministries / Departments for appropriate action.

5. STATUS OF IMPLEMENTATION OF ASSURANCES IN BOTH THE HOUSES
The Ministry of Parliamentary Affairs introduced the Online Assurance Monitoring System (OAMS) on 9th October 2018 to enhance efficiency and transparency in the management of Parliamentary Assurances. Since its launch, the system has substantially streamlined the submission, monitoring and tracking of Implementation Reports. During the year 2025 up to the Winter Session, a total of 324 Implementation Reports were laid in the Lok Sabha while 236 Implementation Reports were laid in the Rajya Sabha.
6. NATIONAL E-VIDHAN APPLICATION (NeVA)
National e-Vidhan Application (NeVA) is a flagship Mission Mode Project (MMP) under the Digital India Programme (DIP) designed and implemented by the Ministry of Parliamentary Affairs (MoPA). NeVA is built on the principle of "One Nation - One Application", providing a common digital platform for all State Legislatures to conduct their proceedings in a completely paperless, efficient, and transparent manner. The project enables end-to-end digitalisation of all workflows of Legislative Houses, thereby transforming them into "Digital Houses". It empowers Members to participate more effectively in legislative debates by using modern ICT tools for accessing documents, raising questions, submitting notices, and participating in House business.
MAJOR EVENTS ON THE FRONT OF 'NeVA' DURING THE YEAR 2025
The 3rd National Conference on NeVA was successfully organised on 30 October 2025 at the Main Committee Room, Parliament House Annexe, New Delhi. The conference witnessed the participation of over 100 delegates, including Secretaries of State/UT Legislatures and Secretaries of State Nodal Departments. The event was inaugurated by Shri Kiren Rijiju, Union Minister of Parliamentary Affairs & Minority Affairs. The Valedictory Session was presided over by Dr. L. Murugan, Union Minister of State for Parliamentary Affairs and Information & Broadcasting. A key highlight of the conference was the unanimous adoption of the New Delhi Resolution on NeVA 2025, reaffirming the collective commitment of all participating Legislatures to the horizontal expansion of NeVA (bringing more Houses onto the platform) and its vertical expansion through deeper utilisation of advanced modules and complete digitisation of legislative processes.

As part of its Capacity Building Initiatives, the Ministry organized various workshops, training programmes, handholding sessions and video-conference sessions for different stakeholders to familiarize them with the functionalities of the NeVA software. To further strengthen these efforts, the Ministry has commenced a series of physical workshops in New Delhi for officers and officials of State/UT Legislatures from 23rd September, 2025. Several physical workshops under this series have already been conducted successfully. These workshops are expected to continue till January 2026, covering all 37 State/UT Legislatures.

NeVA has achieved a significant national footprint, with 28 State/UT Legislatures having signed MoUs for its implementation, and 26 of them having already received project funding. Notably, 20 of these Legislatures are now fully Live, functioning as Digital Houses on the NeVA platform. These 20 Legislatures are as follows:
7. VISIT OF MEMBERS OF PARLIAMENT TO FOREIGN COUNTRIES
During the period under report, 3 Members of Parliament (Lok Sabha) informed this Ministry about their visits to foreign countries. Requisite assistance, on demand, was extended to them through the Ministry of External Affairs and our Missions abroad.
8. PERMISSION/CLEARANCE TO STATE GOVERNMENTS FOR FOREIGN VISITS
As per Cabinet Secretariat's guidelines (O.M. No. 21/1/7/94- Cab. Dated 30.03.1995) the State Governments are required to seek/obtain clearance of the Central Administrative Ministry concerned with the subject matter, of the official visits to abroad.
During the period under report, the Ministry of Parliamentary Affairs issued clearance/no objection to Government of Telangana in respect of their Government Sponsored Delegations visiting abroad.
Besides sending the delegations abroad, various delegations from abroad call on Minister of Parliamentary Affairs/Minister of State for Parliamentary Affairs and exchange views on functioning of Parliament and other matters of mutual interest. This year, three such parliamentary delegations from United Kingdom on 04.08.2025, Russia on 18.08.2025 and from Saudi Arabia on 03.12.2025 met the Union Minister of Parliamentary Affairs and exchanged the views on functioning of Parliament and other matters of mutual interest.

One of the vital functions allotted to this Ministry under the Government of India (Allocation of Business) Rules, 1961 is liaison with Leaders and Whips of various political Parties and Groups represented in Parliament. The Ministry makes necessary arrangements/co-ordinates the meetings of leaders of various political parties/groups in Parliament convened by the Prime Minister and other Union Ministers in order to evolve consensus on important national and international issues. During the period under report, three such meetings were convened on 30.01.2025, 20.07.2025, and 30.11.2025 before the commencement of Parliament Sessions on the subject of smooth functioning of Parliament.

11. YOUTH PARLIAMENT PROGRAMME

Orientation Course: The orientation Course for 1st National Youth Parliament Competition, 2025-26 for Eklavya Model Residential Schools was organised on 12th -13th November, 2025 at Constitution Club of India, Rafi Marg, New Delhi. During the course, officers from the Ministry of Parliamentary Affairs delivered lectures.

Under the programme for providing financial assistance to States/UTs for organizing Youth Parliament Competitions, the States of Tripura, Uttarakhand, and Haryana were provided financial assistance upon receipt of their respective claims.
To enhance the outreach of its Youth Parliament programme, the Ministry operates a dedicated web portal of National Youth Parliament Scheme (NYPS). The portal, upgraded to NYPS 2.0 to enable participation of educational institutions, groups and individual citizens of the country, particularly from remote and rural areas, has recorded over 1,800 institutional registrations, more than 260 group participations, and over 15,800 individual participations during the period from 1st January, 2025 to 10th December, 2025.
12. Activities Undertaken by the Hindi Section from January to December, 2025
In order to ensure proper implementation of the Official Language Policy, the Official Languages Act, 1963 and the rules framed thereunder, as well as to carry out translation work, a Hindi Section has been established in the Ministry.
To ensure effective implementation of the Official Language Policy, an Official Language Implementation Committee has been constituted in the Ministry. During the period under report, four meetings of the Committee were held on 28 March, 27 June, 25 September and 11 December, 2025.
For providing advice on matters relating to the progressive use of Hindi and implementation of the Official Language Policy, a Hindi Salahkar Samiti is constituted in the Ministry. During the period under report, a meeting of the Hindi Salahkar Samiti was held on 22 August, 2025.
To ensure compliance with the provisions of the Official Languages Act and the Official Languages Rules and to maintain continuous monitoring of the implementation of provisions relating to the use of Hindi, inspections of various Sections of the Ministry are carried out. During the period under report, inspections of 11 Sections were conducted.
"Hindi Pakhwada" was observed in the Ministry from 14 to 30 September, 2025. During the Pakhwada, various competitions were conducted. The closing ceremony of Hindi Pakhwada was held on 30 September, 2025, during which prizes were awarded to the winners of various competitions. A total of 48 officers/officials were awarded prizes.
To promote the use of Hindi in official work, four Hindi workshops were conducted during the period under report. The first workshop was held from 13-14 January, 2025, the second on 24 February, 2025, the third from 28-29 August, 2025 and the fourth from 1-2 September, 2025. Through these workshops, 28 officials were imparted training in noting and drafting in Hindi.
For the promotion and propagation of Hindi in the Ministry, two Hindi seminars were also organized during the period under report. The first seminar was held on 19 September, 2025 and the second on 9 October, 2025. Through these seminars, 16 officials were provided practical training on various aspects related to official work in Hindi, thereby further strengthening the use and promotion of Hindi in the Ministry.
On the occasion of the International Day of Yoga, a Yoga Workshop was organized in the Ministry on 11 June, 2025. In the workshop, Dr. Ramesh Kumar, Sahayak Yogacharya from Shri Lal Bahadur Shastri National Sanskrit University, imparted yoga training.
13. SWACHHATA PAKHWADA, 2025
As part of the Government of India's Swachh Bharat Mission, the Ministry of Parliamentary Affairs observed Swachhata Pakhwada from 16 to 30 April 2025 in accordance with the calendar issued by the Cabinet Secretariat. The observance commenced with the administration of the Swachhata Pledge by the Secretary, Ministry of Parliamentary Affairs, to all officers and staff. A range of activities were undertaken during the fortnight, including intensive cleanliness drives in office premises, review and weeding out of old physical files, identification and disposal of obsolete items and e-waste, cleaning of electrical fittings, whitewashing and general maintenance of office spaces, and placement of indoor plants to promote a clean and green work environment. Senior officers conducted inspections of sections, and best-performing sections were recognized during the closing ceremony. The initiative reinforced the importance of cleanliness, sustainability, and digital hygiene as integral to efficient government functioning.
14. SWACHHATA HI SEVA (SHS) CAMPAIGN 2025
The Ministry of Parliamentary Affairs actively participated in the nationwide Swachhata Hi Seva (SHS)-2025 campaign observed from 17 September to 2 October 2025. The campaign began with the Swachhata Pledge administered by the Secretary, Ministry of Parliamentary Affairs, followed by the implementation of a structured day-wise action plan. Key activities included special cleanliness drives and Shramdaan, promotion of green initiatives through distribution of indoor plants, employee engagement programmes such as Rangoli-making competition, health check-ups and felicitation of Safai Mitras, and a formal closing ceremony. A major highlight was the "Ek Ghanta - Ek Din - Ek Saath Shramdaan" programme organized at Jain Happy School, Gole Market, led by the Union Minister of Parliamentary Affairs, along with sapling plantation under the "Ek Ped Maa Ke Naam Abhiyan". The campaign witnessed enthusiastic participation from officers, staff, and the community, reinforcing the message of cleanliness, dignity of labour, and civic responsibility.

15. SPECIAL CAMPAIGN 5.0 FOR SWACHHATA AND DISPOSAL OF PENDING MATTERS
The Ministry successfully concluded its participation in Special Campaign 5.0 conducted from 2 to 31 October 2025 under the aegis of the Department of Administrative Reforms and Public Grievances (DARPG). Following a preparatory phase for identification of pending references, obsolete records, and redundant materials, the Ministry undertook an intensive implementation phase that resulted in the clearance of 100% of identified pendencies. Comprehensive cleanliness drives were carried out across all sections, obsolete materials and e-waste were disposed of in accordance with environmental norms, and greater reliance was placed on digital platforms such as e-Office, e-HRMS, NeVA, OAMS, and other management systems. The campaign significantly advanced paperless governance, improved administrative efficiency, and strengthened record management practices. The Ministry also leveraged social media for outreach and transparency, showcasing inspections and progress under the campaign. The successful completion of Special Campaign 5.0 marked a significant step towards clean, efficient, and citizen-centric administration.
16. MASS SINGING OF "VANDE MATARAM" - 150 YEARS OF THE NATIONAL SONG
As part of the nationwide commemoration of 150 years of India's National Song Vande Mataram, the Ministry of Parliamentary Affairs organized a mass singing of the full version of Vande Mataram at its premises on 7 November 2025. The programme was attended by the Minister of State for Parliamentary Affairs, Secretary, Additional Secretary, and officers and staff of the Ministry, and was held in conjunction with the inaugural ceremony organized by the Ministry of Culture at the Indira Gandhi Indoor Stadium. Addresses by senior officers and the Minister of State highlighted the historical, cultural, and patriotic significance of Vande Mataram as a symbol of national unity and inspiration during the freedom struggle and beyond. The Ministry also joined the live telecast of the Prime Minister's address, in which he underscored the enduring relevance of the National Song in fostering unity, cultural pride, and the spirit of Ek Bharat, Shreshtha Bharat. The event marked the commencement of a year-long nationwide commemoration from 7 November 2025 to 7 November 2026.

17. CONSTITUTION DAY (SAMVIDHAN DIWAS) CELEBRATIONS 2025
Constitution Day (Samvidhan Diwas) was commemorated on 26 November 2025 with a grand national ceremony held in the Central Hall of Samvidhan Sadan, reaffirming the nation's commitment to constitutional values. The ceremony was presided over by the President of India and attended by the Vice-President, Prime Minister, Speaker, Lok Sabha, Union Ministers, Members of Parliament, and other dignitaries. Key highlights included important digital releases such as the Constitution of India in nine Indian languages and a commemorative booklet on constitutional art and calligraphy. The President addressed the gathering and led the Reading of the Preamble. As the nodal ministry, the Ministry of Parliamentary Affairs played an active role and, in collaboration with MyGov, organized nationwide activities including essay and blog writing competitions, an online quiz, and Preamble-reading initiatives. Officers and staff of the Ministry participated by viewing the live telecast and engaging in online activities, reaffirming their commitment to the ideals of justice, liberty, equality, and fraternity enshrined in the Constitution.

18. REVISION IN THE SALARY, ALLOWANCES AND PENSIONS OF MPS / EX-MPS ON THE BASIS OF THE COST INFLATION INDEX.
To give effect to the provisions contained in the Salary, Allowances and Pension of Members of Parliament Act, 1954 and Rules made thereunder, Government has revised Salary, Daily Allowance, Pension, Additional Pension, Constituency Allowance, Office Expense Allowance and Monetary Ceiling for Furniture of MPs/ Ex-MPs w.e.f. 01.04.2023 on the basis of the Cost Inflation Index. The revision in the Salary, Allowances and Pensions of MPs / Ex-MPs is as follows:
19. Handbook on the Working of the Ministry of Parliamentary Affairs has been updated in December 2025.
20. CONSULTATIVE COMMITTEE
The Ministry constitutes Consultative Committees of Members of Parliament and makes arrangements for holding their meetings during session and inter session periods. Initially, 41 Consultative Committees were constituted for various Ministries; with the constitution of the Consultative Committee for the Ministry of AYUSH on 05.05.2025, the total number of Committees, now stands at 42.
